That's how I see it.
Ricketts could have tapped him up (it goes on and Sam would know
) and said sign for us in the summer when you are out of contract. No fee payable other than a possible development fee, but no he is prepared to pay a transfer fee to Crewe and sign him now.
I think Ricketts was unaware of the FIFA ruling but had gone too far down the road to pull back without losing face and admitting his inexperience.
It's only my opinion of course.
