I disagree. I think the policy gives us a very good indication of what went wrong. There's a lot of detail about how changes to the budget should be authorised (item 6), which suggests that may have been a problem in the past. And there's a lot about appointing staff (item 8) which we know as been a problem in the past.

As for what information should be shared, the document is very clear. Anything pertinent to the Football Club's Key Performance Indicators (which will surely include league position and management) must be shared with the Trust Board at EVERY meeting.

Leaking would be very difficult to deal with in a document like this because we want transparency. It would probably need a document all on its own.

But the document puts in place steps to ensure it doesn't happen again and to make the process more transparent. The lack of such a document was probably a major contribution to the row – Trust Board members and Football Board members no doubt had different views as to what each should do. This document removes any uncertainty.

Crucially, the new process will formally:
  1. Hold the Football Board accountable to the Trust Board for financial performance (6) and on-pitch performance (7).
  2. Ensure the Football Board's performance is discussed at all Trust Board meetings and minutes made available to members (5.1 and 5.6).
  3. Ensure that all staff appointments and sackings must be ratified by the Trust Board (8.1).
  4. Prevent the Football Board spending more money than has been agreed (6).
