According to the constitution. Yes. If the WST don't organise it within 4 weeks then the proposers can arrange the meeting at the WST's expense.
How much will the EGM cost the WST ? Not entirely sure of the cost but all members have to be informed of the proposed Resolutions and it could cost between £!k and £2k dependant on who they need to post info to.

Are the WST board allowed to place counter proposals or give advice alongside proposals as is done at AGM,s ?

Yes. Any member can speak for or against the resolution
As yet there appear to be general proposals, some of which will require a change to the constitution.
The Resolutions need to be aimed specifically at the clauses that require changing, quoting the existing rule and the proposed change.
