Actions sit in the "how", but the "how" only comes after the "what" and there don't seem to be that many definable "whats". Certainly not the big over arching one that is the vision.

Set the "what" first then set out all the actions that lead to it. Not set loads of actions you hope end up somewhere but you're not sure where.

I.e. Commercial team

What we want to do is increase revenues by £250k this season
How are we going to do it:
1. Increase season ticket sales by £xxxx
2. Deliver £20k through Xmas raffle
3. etc
4. etc

Im hoping that its all a work in progress, but you have managed to get to what i perhaps badly articulated.
