I'd cut the Prem to 18 clubs and then cut the Championship to 20.
Then have 3 leagues of 22 teans.
All governed by FFP.
3 up 3 down throughout the top 4 divisions and 4 down from the bottom division to allow 2 up from each of the North and South leagues.
Monies would have to be redistributed throughout.
