Dover and Kings Lynn will face fines, point deductions or expulsion.

Points deductions would be meaningless unless applied to next year. Expulsion would leave us with a 21 team league and, with North and South leagues abandoned, where would the three new teams come from? So fine a club who don't have the money to continue playing!
