Whether Parkinson cares about youth, time will tell. The proof will be how many he plays. The way the youth set up has been neglected over the years would suggest it could be a while before players are the requisite standard to compete for a starting role.
What are you expecting?

There comes a time when kids showing the requisite standard in youth matches, training etc need to step up their education. The way to do that is by getting minutes on the pitch to see how they handle themselves in a competitive match.
Cleworth is good enough to get the chance to earn those minutes on the pitch and when he has played, he has done well.
