Maybe he plans to bring him on later in the game. What's wrong with using a squad? Bringing a player in on loan then never picking them for a match day squad is one thing, using them off the bench is another.
If he never plays Pyke and he spends the rest of his loan sat on the bench or in the stands feel free to kick off as much as you like.
