The most logical answer is that the wage offered was not acceptable to him (not saying that is the reason but that is the most obvious one) A player will never say he's left a club because he wasn't offered enough money so that fact he said it wasn't to do with that can't be taken as gospel.
Whether people think Penn is good enough or not is irrelevant, the worry is that Keates wanted him to stay and he wasn't able to get him to do so.
If we want to go along with the who 'In Keates we trust' ethos then we should have all been in agreement that Penn should have stayed because Keates' wanted him to - and he hasn't so that has to be concern.

Even lowly Chester are offering 24 moth contracts to those they want to sign or stay but a 12 month contract to Penn is about right. As for his wages ..who knows but we should be able to offer competitive wages especially with the support the club gets !
News like this if true wont help season ticket sales

Perhaps he didnt fancy that and the package on offer wasnt worth the hassle of living away from home.
You can guarantee that the likes of York, Guiseley, Halifax and even Harrogate could probably offer similar packages as us.
Does he? Thought he came in with Riley from Birmingham way? Perhaps that was temporary?

Read what Keates said about Penn in His retained list comments , " He`s the sort of player we want on the training ground and in the Building " So Keates wanted Him to stay , and Penn wanted to stay , its not whether we think He`s good enough or not , its why if both parties wanted it , it never happened , that's the worry .

Location or not it is a bit concerning that we dont look to be an attractive option at this level. If location is an issue our pool of options will be smaller.

In the interview i did with him a few weeks back, he did say he would like to stay, but he also said the way the deal came about was he got "paid up" by carlisle and with what wrexham offered it made the deal work.

To me that indicates he was on a decent wage, also he still lives in york, so travel on top make it a big ask if he not getting a suppliment from another wage or lumpsum.

All these factors will have played a part and as said previously there are clubs like Guiesley that are a lot closer for penn, who can pay decent money as shown with Rooney going there
