McDonalds themselves or a franchise partner? Arent the majority of McDonalds run as a franchise?

My understanding is that normally Mcdonalds buy the land and develop it and then the franchise leases from Mc D.

So we're now on page 10. Is the club in the process of developing a business plan or not? There must be someone on here who knows the answer. If the answer is no would the club be interested in a group of interested supporters with expertise develop this plan?
