no this is true, Spencer Harris said it in a public fans meeting earlier this year, initial £250,000 eventually up to £850000, many people present

the key phrase is 'eventually' £850000, there was no time frame, just what it is eventually expected to cost to complete, so it will be invested in over a few years to spread the cost
