It isn't dodgy it is an affiliate scheme. really common Sales technique as a way of getting others to generate business for you. it will make us very little but i suppose all pennies count

Doesn't sound dodgy in the slightest.
There was a tweet a few weeks ago about the fat boar joining and the club getting close to £1000 from it.

I rang to enquire about this but it was no good as we are a large organisation who already have our own HR and H&S support departments. It’s a great ideas for small businesses though, who if signed up would pay a monthly fee and get support for Health and Safety laws and Human Resources advice. Could also help the employee being missed treated by a small business who don’t understand the law.
