Im hoping that its all a work in progress, but you have managed to get to what i perhaps badly articulated.

Explain what you mean by ‘bulldust’, please. Do you think having strategies to improve are a bad idea?

(To avoid confusion, I’m not saying the actual targets are good themselves, but the number of people who seem annoyed simply that we HAVE targets is bizarre.)
