You have missed the point. The EFL have said they will relegate either Macclesfield or Stevenage depending on what the National League decide so the issue is whether the National League take the opportunity to promote a club and I’d they do how do they decide to do it

This is the actual quote from the EFL statement about relegation to the National League,

“Under the proposals agreed by Clubs, the 24th placed Club in the League Two will be relegated to the National League provided the Board receives the necessary assurances that the National League will start Season 2020/21 (i.e. the relegated Club in League Two has somewhere to play). Due to ongoing disciplinary matters, the final placings cannot yet be confirmed.”

Hopefully, we should know by the end of this week the final outcome of the National Leagues 3 divisions. Will they adopt the unweighted PPG solution as with L1 and L2 or will they decide on a different way for final league positions?

“The National League board will meet on Wednesday afternoon to discuss the next steps following the EFL's announcement that League Two will curtail the 2019/20 season.

Divisional meetings with clubs will then take place on Thursday with the three divisions deciding how they will conclude the current season, with presentations put to them from the board and the FA.“

Sky Sports News has also been told that there will be no promotion or relegation from either National League North nor South.

With the opposition in the games we had remaining and the upturn in form of Ebbsfleet and Fylde we were extremely lucky to stay up this season.
