So the 'Independent Secretary' decides on any punishment regarding a complaint and also whether it needs an actual independent person(s) to investigate.

As we've seen countless times, it'll be ignored or the rules twisted to suit. The procedure makes little sense and no wonder certain individuals are looking to get off at the next station, just in case.

I have never understood how no member of the football board was disciplined over the Hughes/Barrow debacle. In particular keeping the WST board ( the owners) in the dark on their actions during this time.

Or is the disciplinary procedure only there to deal with things like not wearing ties in the board room and other important transgressions.
