Given that as a non league club we have no protection of our youth players (I understand other league teams can come in and poach non contract youth players without cost to themselves ?)Has the decision been made to steer away from youth development ?

Dan Nolan has done a good job with the kids.
It's not just the manager though is it? BV has repeatedly posted about what's gone on at youth level at the club since the new owners took over and it doesn't paint Lord Harris and Co in a very good light. Which is odd when you think they all saw how this club dragged itself off it's knees all those years ago.

The club has discouraged investment in the CoE on the grounds that they want any money coming into the club to be for the first team. I agree with BV that this was / is short sighted but it was down to managerial pressure.
Currently we are in the worst position we could be due to withdrawal of EFL funding and reliance on scholarships.
External sponsorship of the CoE would be great for the youngsters but to get back to where we were 6 years ago it would probably require financial assistance in excess of £100k / year. It would still be vulnerable to having the best kids poached by bigger clubs.
All we need is a benevolent investor who doesn't want anything in return. Please form an orderly queue. Plus a change of mindset at the top.

Well it's pretty clear most want part ownership or full sale of the club, that's going off a few polls on Facebook as well.

But this would potentially mean the lads on the top table losing a bit of control, so nothing with happen. Progress isn't important clearly, it's maintaining their control.

But we would have more protection as a league club so the lack of desire to return to the league is costing us with the young players meaning the club has lost interest. This was our bread and butter many years ago and helped us not only bring players through at reduced costs instead of signing dross and chances but also we received many a fee later. It’s very short sighted and shows a massive lack of ambition to return to the league.

This has always seemed really weird to me. To me, either you want a youth system and get managers in who are on board with that, or you don't. You don't just decide "Oh well, this manager - who could be gone tomorrow - isn't keen so we'll run it into the ground." For something this important there HAS to be a long-term vision.
