WST AGM - Resolution E
Proposed by David Mainwaring 9719687 Seconded by Darren' Roberts 9699607. Background to proposal. A resolution was passed at the 2018 WST AGM that required the club to meet minimum disabled accessibility standards as soon as finances allow. To date, the WST membership has no clear understanding of what work needs to be carried out in order for this to be achieved. An independent accessibility audit, by the sector leading body, free of any expense to the WST/Club, will provide clarity on any disabled accessibility issues. The resultant report will enable targets to be set for any work that is to be undertaken at the Racecourse. Proposal. It is proposed that an 'Accessibility Audit' be conducted on the Racecourse to ensure that the ground meets the minimum standards of accessibility for disabled supporters. The audit to be undertaken by Level Playing Field, utilising the guidelines from the Centre for Access to Football in Europe's (CAFÉ) publication ACCESS FOR ALL. The entire cost including expenses associated with carrying out the audit will be paid for by Wrexham AFC Disabled Supporters Association (DSA); on the assumption that: a. The DSA has equal input to the auditor(s) with the WST/Club. b. That both the DSA and the WST/Club receive a final auditors report. c. That the auditors are engaged to start and finish the task before the end of 2020 (assuming the new season is underway) or as soon thereafter as possible. This resolution is a members resolution and requires 66% of members support for it to carry. The WST had indicated that they would support the resolution, but there is no comment either way on it. They did want to add that the survey be made public knowledge to the membership, which was obviously fine by us. They also wanted to take any suggested improvements to a vote before being proceeded with. If we agreed to that the WST Board would have made it a WST proposal and the level of support required would have dropped from 66% to 51%. As the membership already voted 2 years ago to meet minimum standards, we do not think that adding the need to vote on any improvement should be included as it would only add further delay. We could end up needing a vote to install a relatively minor thing, such as for example a hearing loop in the club shop. Effectively it would put all improvements on hold to either an SGM or the next AGM. Please give us your support in this proposal, which will have no cost to the club. |

RESOLUTION F
Proposal - To adopt Resolution E if it fails to gain 66% acceptance but over 50% and with the following additions. Report to be split into 2 parts -legal requirements and recommendations Report to be made public Members to vote on fully costed recommendations Background - The WST is supportive of Resolution D but would like to add a bit more detail. We feel that our additions will add transparency and accountability to the proposal and act as an insurance policy should Mr Mainwarings resolution fail to gain 66% of the vote. This resolution is an ordinary resolution and requires 51% of members to support it for it to carry. This is in the background of our post above. We worry that this may dissuade you from voting for Resolution E. Please don't as this has the potential to delay improvements even further. The DSA remains committed to funding any improvements we seek for our members. |

Although trying to show that they support resolution E, I think the trust have just confused the whole issue. By introducing their own resolution (with incorrect wording (is it still valid)), some members may re-direct their votes to F instead of E, thinking that it'll help make matters better, when it won't. So what happens if both resolutions are voted 'in' - who gets to decide on how any audit report is provided? Auditors usually have a set plan of action and any report will follow specific guidelines rather than 'by request'.

The auditors will stick to the National Register of Access Consultants requirements and industry standard format of reporting (albeit adapted to be sports ground specific) so will not split the report in the way that WST want.
Therefore imho WST's resolution F is a complete non starter. |
