Soz to be legal but that was the problem, the council didn’t require a s106 but accepted a unilateral undertaking instead. As for enforcement, perhaps a conditional contract I.e. purchase only completed once they’ve put in the £2m?

I wanna see what this £2m “investment” is. The last time we had such “investment” from a private owner it was a loan from moss/roberts which led to us losing our ground.
