I seem to remember a survey of fans with regard to the design that was preferred for a new kop and the result of the survey showed an overwhelmingly preference that the kop should be safe standing.
Would like to see a safe standing bottom tier and seated top tier.
That would be my recommendation, too.
Does safe standing actually increase ground capacity? if it doesn't, what's the point?
It Allows 50 year olds to pretend they are 18 again :)

I think that fans who want to be behind the goal, would prefer to stand, but it must be in a controlled, safer way. I suppose I have been spoilt over the years sitting in the Yale Stand. It’s only when I go to away games, and I have to be in a corner or behind a goal, do I realise how much of the game you miss. We cannot all be on the half way line!

I think with safe standing, it is the same amount of people as sitting down.
They just lock the seats in a up position.
