A few points.
Groves was an easy option.
No cost to the club for purchase of the site. Council favourable to building changing facility and working towards removal of covenants.
Downside is removal of covenants.
Easy access and links to service infrastructure, Electric, Gas, Water
Drainage.
Alternative sites out of town including the industrial estate would have cost money to purchase.
Apart from the industrial estate there would have been high costs for Services and general infrastructure.
Generally an application for a football training facility/ recreation would get approval on green land. (Not guaranteed)

A lot of land for sale in Bowling Bank, not too expensive either.

Let's face it, the WST didn't try very hard looking for another site to Groves.
Lack of money. They were to lease this one for a peppercorn rent!!

Bizarre thing for a football club is that noone seemed sure whether the ground was of the right quality for a decent football pitch. Hopefully a bit more digging goes in this time (pardon the pun).

In other words cheap and lazy option yet again, with more effort put it to placate the council than doing what's best for the football club.

On the contrary. It was best for the club at the time as it was financially prudent.
