I think the most interesting line in that story is

[I]The biggest gap funding is obviously in the likes of the stadium stand because that’s not going to generate residential, retail or office return. Which is why it’s always been very difficult to work out how we could support the football club or the trust or anybody to redevelop it.[/I]

This is probably the first time anyone involved has actually admitted that a new stand is far from being a certainty.
Fingers crossed that funding comes though.

If R & R’s hopes, and ours, of filling the ground and gaining multiple promotions come to fruition, you would think that financially a new stand would be affordable.
We need to get 8k in the current ground week after week first

its blx though isnt it? There's loads of ways a stand can generate £ when the football isnt on. Retail, museum, car parking, conference, hotel, there's plenty of possibilities that can be incorporated into the design surely?
