It's not either/or. She probably is vulnerable (you almost have to have some sort of mental health problem(s) to stalk to this degree. This is more than just a fan finding an A-List actor attractive) but that vulnerability doesn't mean she can do whatever she wants.

She can be vulnerable AND given a tag/exclusion order.
