I’d say that’s a pretty poor business model.
Is any unsuccessful manager (and most are) going to admit that their budget was competitive (define competitive) yet they underachieved? No one knows what a clubs budget really is apart from the board. People can speculate based on signings etc but that’s all it is.

Notts County (along with Wrexham and many others) don't publish P&Ls with their accounts, so no, nobody really knows what the wage budget truly is but they have to make sure they comply with the rules as others have mentioned.
