The fact of the matter is that the fans should not have been able to encroach on to the pitch.
They were put into an area previously cordoned off for safety reasons and it was opened up when panic set in as the allocated area neared capacity the stewards panicked and opened up the previously sterile area and then failed to take adequate steps to control it.
