Yes, it was rebuffed before an official protocol like we have now existed and has apparently in the last 18 months. First approach pretty much confirmed by him, he got a lot of abuse on Twitter, kind of proved his point.
So they don't have people vehemently against investment making threats down the phone, camped in your front garden maybe?
Why go through the whole process if the general vibe at the top is no to investment? We all know a lot who vote do as the WST say. Having people who will do everything they can to make things difficult.

The vibe at the top regarding the CoE that I got is we're doing it our way, now f*ck off. So again why would people look to change things as we know some did try to and gave up and left.
