It certainly appears that way, they have never asked or opinions on negotiating a sale before so I would guess they are in early talks with someone they deem to be a serious investor

Otherwise, the clubs now committed fraud.

The company I work for has staff furloughed given the current circumstances. But we also have staff that are not. Just because a sentence is worded a certain way, does not mean the club are potentially doing anything wrong, I think this might be a case of you reading at face value rather than reading it for what it is.
