You're right about your first para but I think you give the manager too much credit. Some managers fail and some succeed but generally they have it in equal measures, it's more about the set up, the finances and the size of the fan base. Yes it's the managers job to attract the best players he can, pick the best 11 and motivate them to play at their best, but again it's about affordability and the competition to push each other on.

There will be no shortage of people wanting to come in and rise to the challenge.
