Actually, thinking about this further, it could be the fact he's fed up with travelling and wants to settle somewhere. At present he scouts in the UK and Europe 5 days a week and still take in under 18 games on his day off.
His immediate report is Dave Fallows (Head of Scouting) and they both report to Michael Edwards (Sporting Director). From Liverpool's set up it would seem that he's gone as far as he can go unless one of the aforementioned leave.
If he's completed the FA Level 5 (Technical Directors) programme then he clearly has aspirations to work at a higher level. It's then not a huge leap to think that someone who wants to work at this level but finds their current pathway blocked may try their hand further down the pyramid. Especially if that club has financial backing and is shortly to become high profile within their respective league.
